Flagstaff is currently evaluating the rates and fees for drinking water, wastewater and reclaimed water services. These rates have not been evaluated since 2015 for water and wastewater and 2016 for reclaimed water; the last increase for all 3 funds was in 2020.

In 2023, Flagstaff increased its rates and fees for stormwater services. Stormwater services include the delivery of large flood mitigation projects, as well as the operation and maintenance of infrastructure that protects against flooding, such as basins, culverts, and increasing channel capacity. Stormwater rates do not support services for drinking water, wastewater or reclaimed water and accordingly, a separate rates study is being conducted for these services.
